(A) On complaint by any citizen to the Director of Health and Sanitation, City Manager, or Public Works Director as to the existence of a public nuisance with the city, the Director of Health and Sanitation, City Manager, Public Works Director, or any agent designated by them, may inspect the site of the reported nuisance.
(B) If the inspection confirms the existence of a public nuisance, the inspecting official shall notify the owners of the property on which the nuisance exists by personal service or certified mail, or by regular mail or one newspaper publication, or by posting the notice in a conspicuous place on the affected structure. The notice shall state that a public nuisance exists and must be abated within a reasonable time frame, as established by the inspecting official. The order shall forthwith be obeyed by the owners, subject to appeal.
