A. The following fees are to be paid in amounts to be established by resolution of the city council:
1. A permit fee which is to be paid at the time the permit application is submitted.
2. An inspection fee which is based on the actual cost to the city for inspection services.
B. A permit fee need not be paid for a revised application for a project for which the original application was denied if the original permit fee was paid, if the revised application is submitted within a period of one year from the date of the original application, and if the scope of the project has not changed.
