All users shall pay a user charge for the city wastewater disposal services. This sewer service charge will be in addition to the fee imposed on certain users for the administration of
the source control program. The sewer service charge shall reflect the quantity, quality, and flow of the wastewater of the user and will be based on the city's operating cost to intercept, treat and dispose of the wastewater. The sewer service charge shall be set from time to time by the
City Council
