No user shall discharge any wastewater directly into a manhole or other opening in the city collection system, other than through sewer laterals or other sewer connection approved by the city, unless a permit has been obtained for such discharge. A permit will only be issued for such direct discharge in the event the discharge is otherwise in compliance with provisions of this chapter and no other alternative is available in the opinion of the city.
