When the cutting or temporary removal of any wire or wires of any public or private telegraph, telephone, electric light or other wire passing along or over any street becomes necessary for the removal of any building, the person in charge of such removal, at least six hours in advance of reaching the same, shall notify the person having charge of and control over such wire or wires, and the person so notified shall cause such wires to be promptly cut or removed and replaced provided the reasonable cost of such cutting, removing or replacing is paid to him by or on behalf of the person having charge of the removing of the building.
