10.64.430 BICYCLE ESTABLISHMENT – LICENSE – REINSTATEMENT CONDITIONS.
   No license to operate a bicycle establishment shall be issued to any person who has had such a license revoked or denied pursuant to this chapter except upon application to the City Council and the Council approval of the license. (Ord. 432 § 2(part), 1982).
