Pursuant to the authority granted by Section 21101(c) of the California Vehicle Code, the
City Council
finds and determines that the riding and driving of horses and horsedrawn vehicles upon certain streets of the city may conflict with automobiles and pedestrians. The public safety requires the prohibition of such use on public streets and highways as may be designated by the
City Council
