The determination as to whether individual(s) is(are) qualified to receive a reward and the amount(s) and the person(s) who shall receive such reward or a proportion thereof and whether the information that was furnished led to the arrest and conviction of a person described in the resolution described in Section 9.32.030 shall be subject to the sole discretion and approval of the City Manager after a report and recommendation of the chief of police. The decision of the City Manager shall be final and without appeal to the
City Council
