Rewards as provided herein shall not be paid until a criminal case is closed by the Pinole police department, such as sentencing the defendant, judgment of acquittal, or dismissal of charges. No reward shall be paid after three years from the date the information was furnished by the person(s) claiming the reward unless the time to pay the reward is extended by resolution of the
City Council
