The
City Council
finds that there have been and are a variety of crimes that are committed in the city where action must be taken for the immediate protection of the public peace, health and safety, and that there is a local and municipal interest that person(s) responsible be apprehended in order to protect the public peace, health and safety. In order to apprehend such person(s) and obtain sufficient evidence requires the cooperation of knowledgeable witnesses; that it would be in the best public interest of the city and its residents and for the protection and safety of the persons and property within the city that there be a procedure for offering and giving rewards to person(s) who furnish information that leads to the arrest of persons charged with committing crimes within the city.
