The chief of police may issue a permit allowing consumption or possession of alcoholic beverages in places prohibited by this chapter upon proper application to the chief of police on forms available at the police department. This application must be completed thirty days prior to the date the public consumption is requested. The permit shall not be granted if in the opinion of the chief, the safety or well-being or appearance of the city will be adversely affected or if prior experiences have shown the issuance of the permit would not be in the best interests of the city. A refusal to grant a permit by the chief of police may be appealed to the
City Counci
l. The permit will specify the geographical boundaries in which consumption of beverages will be allowed. Any consumption outside of this boundary will be considered a violation of this chapter. (Ord. 480 § 2(part), 1986).
