A permit may be granted by the
City Council
at any regular meeting subsequent to the meeting at which the application was read, if it finds that the permit is necessary to preserve valuable property rights of the applicant and that the work for which a permit is applied for can be accomplished under conditions to be specified in the permit, which will prevent the establishment or maintenance of a nuisance.
