It is unlawful for any person to open, conduct, or carry on or to participate in the opening, conducting, or carrying on of a hall or place where public dances are held, or a public dance, in the city of Pinole, county of Contra Costa, state of California unless there exists a valid permit therefor granted and existing in compliance with the provisions of this chapter.
