Every person carrying on the business of operating a hotel, motel, auto court, or cabin court shall pay an annual license fee of thirty dollars and, in addition, shall pay two dollars per year for each rental unit; provided, however, that any rental unit used for the living quarters of the owner or manager shall be exempt from the provisions of this section.
