Major subdivisions are subject to a two-step approval process:
(A) Physical improvements to the land to be subdivided are authorized by a conditional use permit as provided in §§ 152.040 through 152.062; and
(B) The sales of lots are permitted after final plat approval as provided in § 152.096. Minor subdivisions only require a one-step approval process which is final plat approval (in accordance with § 152.097).
