§ 114.01 LICENSE REQUIRED.
   Every person keeping for use any billiard table, pool table or any other tables or implements for a similar purpose and open to the public, shall pay a license fee of $10 per year for the first billiard table, or other table, he or she may keep, and $7.50 per year for each additional table located in the same building.

§ 114.02 HOURS OF OPERATION.
   No poolroom or pool hall or other place where pool, billiard or similar tables are kept or used shall be open to the public or open for business of any kind as follows:
   (A)   On Sunday between the hours of 12:00 midnight and 1:00 p.m., nor after 11:00 p.m. on Sunday.
   (B)   On all other days between the hours of 1:00 a.m. and 6:00 a.m.

§ 114.03 MINORS PROHIBITED.
   Minors under the age of 16 years shall under no circumstances frequent, loiter, go or remain in any pool hall within the city at any time, unless it be upon some lawful errand and sent by the direction and with the consent and knowledge of the parent, guardian or other person having the legal custody and control of said minor; and that proprietors of pool halls are not allowed to permit minors under the age of 16 to frequent, loiter or remain within pool halls.

HALLOWEEN MARDI GRAS
§ 114.15 ANNUAL EVENT.
   The Chamber of Commerce, as agent for and under the authority of the City Council, Illinois, shall conduct the annual Halloween Mardi Gras celebration on the last Friday and Saturday of October of each year.

§ 114.16 PARKING AND STREET CLOSURES.
   Street closures and limitations upon normal parking shall be as determined by the City Council, and shall be enforced by the Police Department with all necessary signs to be posted relative to any street closures and parking restrictions.

§ 114.17 RULES AND REGULATIONS; FEES.
   The Chamber of Commerce is authorized to adopt rules and regulations relative to entry fees for participation in parades and related events, fees for participating in the flea market and for providing food and other concession stands. All such fees must be paid to the Chamber of Commerce as a condition precedent to a person, firm or corporation taking part in the activity for which a fee is set. The Chamber of Commerce may also prescribe forms acceptable to it for waiver of liability by participants, contracts for participation and identifying badges for participants. The rules and regulations adopted by the Chamber of Commerce shall be submitted to the City Council for approval and shall then be placed on file with the City Clerk and the Police Department in order to be available for inspection by prospective participants.

§ 114.18 PROHIBITED VEHICLES.
   Bicycles, three wheelers, scooters, motorcycles, all-terrain vehicles, and similar means of locomotion and similar vehicles shall be banned from participation in any of the activities of the Halloween Mardi Gras, except for parades in which they are actual participants and duly authorized by the Chamber of Commerce.
