§ 71.23 PLACEMENT OF METERS.
   (A)   All parking meters installed in the parking meter zones established as provided in § 71.21 shall be placed upon the curb immediately adjacent to the individual parking spaces hereinafter described.
   (B)   Each parking meter shall be placed or set in such a manner as to show or display by a signal that the parking space adjacent to the meter is or is not legally in use.
   (C)   Each parking meter shall be installed and set to display 30 minutes of free parking time upon rotation of the coin deposit lever.
      (1)   Each such meter, upon deposit of a five- cent coin and rotation of the coin deposit lever, shall display an additional 30 minutes of parking time to a maximum of one hour, being a total of 90 minutes, including the 30 minutes free time.
      (2)   Insertion of a ten-cent coin and rotation of the coin deposit lever shall display 60 parking minute which, together with 30 minutes free time, shall constitute a maximum of 90 minutes parking time.
      (3)   Each meter also shall display mechanically a signal that the lawful parking period has expired at the expiration of 30 minutes free time or of 60 minute or 90 minutes, as the case may be. It shall be unlawful to activate the 30-minutes free time period by rotation of the coin deposit lever more than once in any 90-minute period.
