(A) The City Council hereby is authorized and directed to establish zones to be known as parking meter zones upon the streets of the city as it shall select for the location of the zones and to cause parking meters to be installed and parking meter spaces to be designated as hereinafter provided.
(B) The Council, from time to time, may add to, change or abandon the parking zones. In selecting, changing or abandoning the parking meter zones the Council shall be guided and governed by location, amount of traffic, demand for parking space, the congestion of traffic, the use of the street and all other traffic conditions which may exist.
(C) All designations shall be made in and by a resolution from time to time adopted by the Council as traffic conditions require. Any designation may be vacated or set aside by resolution.
