10.36.290   Envelope permits—Non-specific and non-reducible vehicle or load.
   A.   The department shall issue an annual oversize, overweight, or oversize and overweight envelope permit, according to the following criteria for a non-specific and non-reducible vehicle or load that meets the definition of envelope permit under Section 10.36.010, and does not exceed two hundred fifty thousand pounds the maximum permitted weight computations for overweight axle group weight distribution as provided under Section 10.36.450:

   B.   An applicant for an oversize, overweight, or oversize and overweight envelope permit shall apply to the department and submit appropriate fees using the application procedure provided under Section 10.36.030.
   C.   An applicant for an oversize, overweight, or oversize and overweight envelope permit under subsection A for a vehicle that is a self-propelled mobile crane, drilling rig, or similar specialty equipment not exceeding two hundred fifty thousand pounds gross weight, fourteen feet in width, sixteen feet in height, and one hundred twenty feet in length shall provide to the department proof of gross weight:
      1.   For an initial application, a public weighmaster's certificate of weight and measure issued at a certified public scale once the vehicle is equipped and set for highway travel; or
      2.   For a renewal application, a certification by the applicant that no dimension has changed and the vehicle does not exceed the originally certified dimensions or weights.
   D.   A permittee or driver of an oversize, overweight, or oversize and overweight vehicle or load shall not cross a structure listed under Section 10.36.460, Table 4, unless operating in full compliance with all indicated restrictions and requirements.
   E.   Pertinent charges for the above permit shall be set forth by a fee schedule available on the department's website approved by the board of supervisors and amended from time to time.
