9.13.100   Penalties.
   Unless otherwise provided in this chapter, when a violation of Sections 9.13.080 and 9.13.090 is determined, the following penalties shall be imposed:
   A fine of not less than fifty dollars nor more than one thousand dollars per violation. The imposition of a fine under this chapter shall not be suspended.
