8.28.150   Alcohol or drugs prohibited.
   A person shall not enter, be or remain on any part of the site on which an outdoor mass gathering is conducted while in the possession of, consuming, using, or under the influence of any alcoholic beverage or drugs, except where the possession of, consumption or use of alcoholic beverages is expressly authorized by the board pursuant to the laws of the state.
