If, within the five working days allowed for granting the license, the board finds that the requirements of Section 8.28.080 have not been met, it shall deny the applicant a license for an outdoor mass gathering and state the reasons therefor. If, within five working days after the board has mailed its notification to the applicant by registered mail of its denial of a license for an outdoor mass gathering, the applicant requests a hearing before the board in writing, the hearing shall be granted.
