In recent years mass outdoor gatherings, as defined in Section 8.28.020, have attracted large numbers of persons, sometimes exceeding one hundred thousand. In connection therewith, automobiles have been stolen and abandoned; cattle and other animals on adjoining property have been slaughtered without permission of the owners: adjoining property has been destroyed and trash, garbage and other debris scattered thereon: automobiles have collided with persons sleeping on the ground overnight: serious crimes have been committed with impunity because law enforcement personnel have not been permitted to adequately patrol the gathering; and those services and facilities necessary for the preservation of health, safety and welfare of those in attendance have been found to be inadequate, both in quality and quantity. Accordingly, the regulatory provisions of this chapter are deemed necessary to insure that outdoor mass gatherings held within the county, but outside the city of Tucson, are operated under conditions which will promote and protect the public health, safety and welfare.
