5.09.030   Record keeping and reporting.
   A.   Every scrap metal dealer within the county shall keep a well-bound book at his place of business, in which book a complete record of all transactions had by them shall be entered in the English language in a clear and legible manner and at the time when the transaction takes place, such book shall contain all the information required to be reported to the sheriff under the provisions of Paragraph B of this Section, as well as an index fingerprint of such person described in Paragraph C of this Section, and shall be available at all times for inspection by the sheriff or any officer designated by the sheriff. A failure to comply with this Section shall be deemed as a violation.
   B.   It is unlawful for any scrap metal dealer or any employee or agent of any such scrap metal dealer within the county to fail, neglect or refuse to make out and deliver to the sheriff within twenty-four hours after the receipt thereof, a full, true and complete report of all goods, wares, merchandise or other articles received on deposit, in pawn or pledge, or by purchase or otherwise.
   C.   The report required by the preceding section shall show:
      1.   The hour of the day and the date of the original transaction when such goods, wares, merchandise, scrap metal or other articles were so received;
      2.   The true name and address of the person from whom received as nearly as the same is known to, or can be ascertained by, such scrap metal dealer or any agent or employee thereof;
      3.   A description of such person, which description shall state the nationality, height, age, sex complexion, color of hair, style of dress, index fingerprint, prominent scars and any other distinguishing features together with the color of the mustache or beard, or both, if worn, and if not worn, and vehicle license plate number;
      4.   The number of the receipt issued;
      5.   The amount loaned or paid thereon;
      6.   The quantity of each item received and a complete description thereof, including all distinguishing marks.
   D.   When any watch, gun, fan or any other article bearing identification numbers or marks is received, the name of the maker thereof and its number, works number and case number shall be entered on such report.
   E.   When any jewelry or gold and silver of any kind is received, all letters or marks thereon shall be entered on such report.
   F.   When any scrap metal is received, all letters or marks thereon, composition, dimension, configuration, weight and alloy shall be entered into the report.
   G.   All reports required by Section 5.09.030 to be made out and delivered to the sheriff shall be written or printed in the English language in a clear and legible manner, and shall be delivered electronically to the sheriff every day before the hour of twelve noon.
   H.   Each failure, neglect or refusal to make out and deliver to the sheriff the report required by Section 5.09.030 shall constitute a violation of this chapter.
