§ 118.21 UNLAWFUL ACT.
   It is unlawful for any escort, escort service or any person:
   (A)   To operate, conduct or offer to operate or conduct escort services within the corporate boundaries of the City without holding an escort services license or unless employed by a licensed escort service;
   (B)   To perform or offer to perform escort services without displaying the required identification card pursuant to § 118.20 of this chapter.
   (C)   To obtain escort services by misrepresentation of age.
   (D)   To allow or permit the sales, giving or procuring of escort services to any person under the age of eighteen (18) years.
   (E)   To act as or permit any person to act as an escort under the age of eighteen (18) years.
   (F)   To violate any provision of this chapter.
   (G)   To permit any controlled substance, as defined by state or federal law, on the licensed premises or in the possession of any escort.
   (H)   To permit any alcoholic beverages on the licensed premises or the consumption or use of alcohol or alcoholic beverages while performing escort service.
   (I)   To perform, permit, allow or offer to perform, permit or allow any illegal act, conduct or condition to exist on the licensed premises or by any escort performing escort services.
   (J)   To permit, allow, perform or offer to permit, allow or perform escort services between the hours of 12:00 midnight and 8:00 a.m.
   (K)   To hinder, prevent or refuse to permit any inspection of the licensed premises or records by any city official or employee authorized by the City to make such inspection.
   (L)   To provide escort services to any individual known to the service to be using the service for the purpose of soliciting for prostitution or to use the services of a dating service for the purpose of soliciting for prostitution.
   (M)   Solicit, request, offer, accept or give an escort or escort service a fee, tip or other compensation in excess of the fee schedule for escort service on file with the City Attorney’s Office.
   (N)   To conduct any business or activities under an escort license other than as set forth in (I)(G) above.
   (O)   To remove or offer to remove any article of clothing required in § 118.23 or to allow or offer to allow the exposure of or contact with the sexual organs, pubic region, buttock, breast or navel.
   (P)   To employ any escort known to the service:
      (1)   To be using the service for the purpose of soliciting for prostitution or other illegal activity,
      (2)   Not of good moral character, having been convicted of, or plead nolo contendere or guilty to any felony or a misdemeanor involving prostitution, solicitation or other illegal sexual activity,
      (3)   To have had and escort license revoked or denied.
