All persons, firms, corporations and other legal identities constructing new structures or locating or relocating mobile homes in the city from and after the effective date of this chapter shall apply for and obtain from the city an address identification number. Upon request, the city shall assign to the structure or mobile home an address identification to be furnished by the applicant to the United States Post Office and to be displayed as provided for in § 99.01.
