§ 99.99 PENALTY.
   Any person who knowingly and willfully violates any provision of this chapter shall be subject to a fine not less than twenty dollars ($20.00). Each day in which the violation continues to exist may constitute a separate offense, which violation shall be prosecuted pursuant to the laws of the Commonwealth of Kentucky providing for offenses. In addition to fines as provided herein above, the city shall have the right, but not the duty, to affix the appropriate address identification number to any building, mobile home, structures or units of multi unit structures which failed to comply with this ordinance and the cost of doing so shall become a lien upon the property and shall be added to any utility bill provided to the property owner or occupant for city utilities and collected pursuant to utility regulations.
