(a) Pretreatment requirements are derived from 40 CFR 403 (pretreatment standards pursuant to Section 307(b) of the Clean Water Act and its amendments) and Section 3745.3 of the Ohio Administrative Code. These standards give the City the authority to adopt local limits and standards necessary to achieve the following:
(1) Prevention of process inhibition.
(2) Prevention of pass through and protecting water quality or NPDES permit compliance.
(3) Generation of good quality sludge, suitable for land disposal.
(4) Protection of operations personnel from injury.
(5) Prevention of a discharge which could damage the sewer system.
Paragraphs (a)(1) to (3) hereof apply to wastewater treatment plants, while paragraphs (a)(4) and (5) hereof apply to the plant and collection system.
Local limits and standards for the City are identified in Section 1054.14.
(b) The admission into the public sewers of any waters or wastes having the following characteristic shall be subject to the review and approval of the Manager:
(1) BOD, total phosphorus, ammonia nitrogen or suspended solids in excess of normal domestic wastewater.
(2) The presence of metals or substances as described in Section 1054.14 that are used in a manufacturing process and believed to be present in the wastewater discharge sewer.
(c) Any facilities required to pretreat wastewater to meet discharge requirements shall be provided and maintained at the users' expense. Detailed plans showing the pretreatment facilities and operating procedures shall be submitted to and approved by the Manager before construction of the facilities. The review of such plans and operating procedures shall in no way relieve the user from the responsibility of modifying the facilities, as required, to meet the requirements herein. Any subsequent changes in the pretreatment facilities or operation procedures shall be submitted to and be approved by the Manager before the changes are made.
