Whoever installs or makes a tap or connection to a water line in violation of the Municipal ordinances relative to such water line connections and installations, or fails to have the same inspected after completion, shall be subject to having his or her license revoked, and shall be responsible for any damages to the Municipal water line system or any property owner or tenant.
