(a) Grease, oil and sand interceptors shall be installed by all commercial establishments when, in the opinion of the City, they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or any flammable wastes, sand, or other harmful ingredients. All interceptors shall be of a type and capacity approved by the City and shall be located as to be readily and easily accessible for cleaning and inspection.
(b) The Service Director shall have the authority to promulgate rules and regulations for the establishment of criteria for the installation and inspection of such interceptors.
(c) All grease, oil and sand interceptors shall be maintained by the owner, at his or her expense, in continuously efficient operation at all times.
(d) The owner of any establishment required to have a grease, oil, or sand interceptor shall allow inspections by City personnel to determine that the systems are operating efficiently and are being properly maintained.
(e) Whoever violates the provisions of Section 660.16 of the Codified Ordinances or the regulations promulgated thereunder, shall be guilty of a misdemeanor of the fourth degree. Such person shall be liable for the cost of any damages for such violation and shall be subject to having service discontinued and being disconnected from the water and/or sanitary sewer system.
