(a) Purpose. The purpose of the On-Street Parking Regulations is to provide fair parking for vehicles while ensuring health, efficiency and promoting adequate parking necessary to accommodate residential and commercial property use or operation in areas with insufficient on-street parking.
(b) Prohibited Parking.
(1) No person shall park or leave standing any car, whether attended or unattended, on any street other than in a marked or designated on-street parking space on any street in a district zoned R (Residential);
(2) No person shall park or leave any vehicle standing on any public sidewalk within the Village of Perrysville so as to impede pedestrian traffic;
(3) No vehicle shall be stored upon any street or right-of-way thereof. As used herein, “stored” shall mean the parking of a vehicle in one place for more than seventy-two hours.
(4) No person shall store, park or leave any mechanically inoperable vehicle or vehicles on any street or right-of-way in the Village or any public property of the Village of Perrysville.
(5) No truck trailer or wagon shall be parked on any street without a mechanical traction system built or equipped to pull or draw such trailer being attached to it.
(6) Except where appropriate in compliance with traffic regulations or traffic signs or signals or where angle parking is allowed, the vehicle operator shall not park any vehicle on the street within a residential district other than parallel to the edge of the street, in the direction of the approved movement of traffic.
(7) Parking spaces and areas marked for on-street parking shall not be used to repair motor vehicles or to display or sell goods or services.
(c) Parking Time Limit.
(1) Each of the following sections sets a time limit for vehicles lawfully parked in marked and/or reserved on-street parking spaces on the following streets:
A. North Bridge Street - from the Third Street intersection northeast to the Pennsylvania Railroad Line - any vehicle parked in a marked or designated on-street parking space shall not remain parked for more than seventy-two (72) continuous hours.
B. Bridge Street - from the Third Street intersection southeast to the Pleasant Street intersection - any vehicle parked in a marked or designated on-street parking space shall not remain parked for more than seventy-two (72) continuous hours.
C. East First Street - from the northwest intersection of Pottery Street to Carson Alley - parking of vehicles is limited to the southwest side of East First Street.
D. East First Street - from Carson Alley northwest to Cherry Alley - marked or designated on-street parking spaces shall be as follows: any vehicle parked in a marked or designated on-street parking space shall not remain parked for more than seventy-two (72) continuous hours.
(2) Exceptions.
A. Residents living in areas referred to in subsection (c)(1), A., B., and C., without off-street parking, may obtain a free parking permit one time per year for a total of two (2) vehicles to be parked in marked or designated on-street parking spaces for periods longer than the seventy-two (72) time limit.
B. Church Services. The above provisions shall not apply to on-street parking during Church services hours or Church related activities hours.
(3) Parking Fines. The parking of a vehicle, in violation of a provision of this chapter, except for a violation of Section 351.14(b) or (c), shall constitute a minor misdemeanor, but in no event shall the actual penalty therefor be less than ten dollars ($10.00). Whoever violates Section 351.04(b) or (c) shall be guilty of an unclassified misdemeanor, the penalty provisions for which shall be in accordance with the provisions of Ohio R.C. 4511.69(J)(2).
