1020.11 EXCAVATION PROCEDURES.
   (a)    Sides of trenches shall be vertical and parallel to the line of the utility.
   (b)    Service shall be supported on solid undisturbed or thoroughly compacted material.
   (c)    Whenever any person is permitted to place temporarily any obstruction in the streets or public grounds and whenever any person is engaged in constructing any sewer or laying any gas, water or other pipe and conductors, in or through any street, sidewalk or other public way or public ground, it shall be the responsibility of all such persons obtaining a permit to use City-approved barricades, flashing lights or pot torches on any excavation, curb cut or construction of any kind which constitutes a hazard to persons or vehicular traffic. Every person who neglects the duties imposed by this section shall, in addition to the fine imposed, be liable for all damage to persons or property growing out of such neglect.
   (d)    No excavation or opening made in any street or other public way or public place shall remain open for a longer time than is absolutely necessary to do the work described in the permit granted for such excavation. The person making such excavation or opening shall refill the same without delay in conformity with Section 1020.12 and shall put all such openings and excavations in a condition safe for public travel upon such street or other public way or public place.
