If a permit to construct or a permit to alter park has been issued, the applicant upon completion thereof shall notify the Zoning Administrator. The Zoning Administrator shall then inspect the park and, if complete in accordance with the approved plans, shall issue a license for the number of approved sites after receipt of the required license fee.
