Upon receipt of an application for a permit to construct a new mobile home park, an application for an original license to operate and maintain the same, or an application for a permit to alter a licensed mobile home park, the village shall, if the park is, or the proposed park will be in compliance, with this code, this chapter, and all village ordinances, issue a permit to construct, a permit to alter, or an original license, as the case may be.
