§ 154.116 OCCUPANCY PERMIT.
   (A)   No occupancy permit shall be granted by any governing official for the use of any building or structure within a subdivision approved for platting or replatting until required utility facilities have been installed and made ready to service the property, and until roadways providing access to the subject lot or lots have been constructed, or that are in the course of construction and are suitable for vehicular traffic.
   (B)   No occupancy permit shall be requested by a developer until:
      (1)   Fire hydrants are operational and have been accepted by the Water Department.
      (2)   The water system has been tested, approved and accepted by the Water Department.
      (3)   Street signs have been installed.
      (4)   House numbers (three inch minimum block type) have been installed on buildings for which occupancy has been requested.
      (5)   Street lights have been installed and are operational.
      (6)   Sidewalks have been provided.
      (7)   One lift of asphalt has been completed on streets.
      (8)   Final grading has been completed, except in fall and winter.
