The final plat to be filed of record shall be accompanied by a statement signed by the owner and subdivider, setting forth the following:
(A) Plans and specifications for such improvements previously approved by the Village Engineer clearly describing the same.
(B) Agreement executed by the owner and the subdivider wherein they agree to make and install the improvements provided for in § 154.046 in accordance with the plans and specifications accompanying the final plat as provided in §§ 154.055 through 154.086. Upon completion of the public improvements, the subdivider will file with the Village Clerk a complete set of plans and specifications showing such improvements as installed.
