None of the provisions of these regulations pertaining to permission, surety, fees, acceptance and approval shall be construed as exempting subdividers, general contractors, sidewalk contractors, cement contractors, sewer contractors, plumbing contractors or lumbers, sewer builders, drain layers, electrical contractors, electricians, or any other contractor or craftsman from any other ordinance or regulation of the village with respect to licenses, fees, surety, inspection, or other control.
