(A) To provide for the health, safety, comfort, general welfare, and convenience of the inhabitants of the village and contiguous territory, this chapter is enacted as the subdivision regulations of the official plan of the village to establish reasonable standards of design for subdivisions and the re-subdivisions of unimproved land and of areas subject to redevelopment within the village, and contiguous incorporated territory. Other purposes of these regulations are:
(1) To insure sound, harmonious subdivision development and community growth and to safeguard the interest of the village, home owner, the subdivider, and the investor.
(2) To assure the development of land for optimum use with necessary protection against deterioration and obsolescence.
(3) To limit and control the pollution of the environment that can be caused by inadequate or incomplete urban development.
(4) To provide common grounds of understanding and a sound working relationship between the village and the subdivider.
(5) To lessen congestion in the streets and highways.
(6) To provide for adequate light and air.
(7) To facilitate adequate provision for transportation, water, sewerage, schools, parks, and other public necessities.
(8) To insure proper legal description and proper monumenting of subdivided land.
(B) The regulations are established with reasonable consideration of the character of the village with a view toward conserving the value of buildings upon the land and providing the best possible environment for human habitation. It is intended that these regulations shall supplement and facilitate the enforcement of the provisions and development standards contained in the building code, official map regulations, zoning ordinance, and the official Village Comprehensive Plan.
