(A) Flashing signs are prohibited in all districts, whether located within or without a building, if plainly visible from the outside thereof. A sign in direct line of vision of any traffic signal shall not have red, green, or amber illumination. The illumination of any sign shall be only during business hours.
(B) Signs may be double-faced and the area of limitation shall apply to each face.
