§ 150.020 PERMIT REQUIRED.
   It shall be unlawful to construct, enlarge, add an addition to, alter (including finishing a basement) or demolish a structure; or change the occupancy of a building or structure requiring greater strength, exit, or sanitary provisions; or to change to another use; or to install or alter any equipment for which provision is made or the installation of which is regulated by this chapter, without first filing an application with the Building Department in writing and obtaining the required permits therefor. The following work shall be exempt from this section:
   (A)   The installation of residential doors or windows when openings are not enlarged;
   (B)   Landscaping;
   (C)   Exterior painting and interior painting and paneling;
   (D)   Repair or replacement of fixed appliances (including but not limited to furnaces, air conditioners, water heaters, sump pumps, ovens, etc.); and
   (E)   Private service walks.
