(A) He shall be the chief executive officer of the village, and he shall perform all duties that may be required of him by statute or ordinance. He shall have supervision over all executive officers of the village and he shall have the power and the authority to inspect all books and records kept by any village officer or employee at any reasonable time.
(B) The Village President or his designee shall have the power to order all work stopped on any site development in the village when such work is being done in violation of any provision of any ordinance relating thereto. Work shall not be resumed after the issuance of such an order except on the written order of the Village President; provided that if the stop order is an oral one it shall be followed by a written stop order within two hours. Such written stop orders may be served by any police officer or other village official, and may be served by posting on the premises affected in the absence of personal service.
(C) The Village President or his designee shall have the power at any reasonable hour to make or cause to be made entry onto any property where any site development work as described in Chapter 158 of this code of ordinances is or appears to be underway for the purposes of making an inspection to determine whether such work is in compliance with all ordinances of the village, specifically including Chapter 158.
