§ 71.22 SKATEBOARDS, SCOOTERS, SKATES, IN-LINE SKATES, BICYCLES AND TOY VEHICLES.
   (A)   Generally.  Traffic laws apply to persons riding skateboards, scooters, skates, in-line skates, bicycles and toy vehicles. Every person riding skateboards, scooters, skates, in-line skates, bicycles and toy vehicles on Village streets shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle as required under the Illinois Vehicle Code, the provisions of which are herein and hereby incorporated by reference as fully as if set forth at length herein.
   (B)   Clinging to vehicles. No person riding upon any skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle shall attach the skateboard, scooter, skates, inline skates, bicycle and/or toy vehicle or him or herself in any manner to any vehicle upon a roadway.
   (C)   Position of skateboards, scooters, skates, in-line skates, bicycles and toy vehicles on roadways.
      (1)   Any person operating a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle on a roadway at less than the normal speed of traffic at the time and place and under the conditions then existing shall ride as close as practicable to the right-hand curb or edge of the roadway except under the following situations:
         (a)   When overtaking and passing another skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle;
         (b)   When preparing for a left turn at an intersection or into a private road or driveway; or
         (c)   When reasonably necessary to avoid conditions including, but not limited to, fixed or moving objects, parked or moving vehicles, bicycles, motorized pedal cycles, pedestrians, animals, surface hazards or substandard width lanes that make it unsafe to continue along the right-hand curb or edge. For purposes of this section, a SUBSTANDARD WIDTH LANE means a lane that is too narrow for a bicycle and a vehicle to travel safely side by side within the lane.
      (2)   Any person operating a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle on a one-way roadway with two or more marked traffic lanes may ride as near the left-hand curb or edge of such roadway as practicable.
      (3)   Persons riding skateboards, scooters, skates, in-line skates, bicycles and toy vehicles on a roadway shall not ride more than two abreast, except on paths or parts of roadways set aside for their exclusive use. Persons riding two abreast shall not impede the normal and reasonable movement of traffic and, on a laned roadway, shall ride within a single lane.
   (D)   Carrying articles. No person operating a skateboards, scooters, skates, in-line skates, bicycles and/or toy vehicles shall carry any package, bundle or article which prevents the use of said person's hands. A person operating a bicycle shall keep at least one hand on the handlebars at all times.
   (E)   Lamps and other equipment on skateboards, scooters, skates, in-line skates, bicycles and toy vehicles.
      (1)   All persons operating a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle at night and after dark shall wear reflective clothing, such as a vest. Bicycles, when in use at nighttime, shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear which shall be visible from all distances from 100 feet to 600 feet to the rear when directly in front of lawful lower beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.
      (2)   Skateboards, scooters, skates, in-line skates, bicycles and toy vehicles shall not be equipped with nor shall any person use upon them any siren.
      (3)   Every scooter, bicycle and toy vehicle shall be equipped with a brake which will adequately control movement of and stop and hold such scooter, bicycle or toy vehicle. Skateboards, skates and in-line skates need not comply with this division so long as the operator of them has complete control so as to be able to stop said skateboard, skates or in-line skates immediately.
      (4)   No person shall sell a new bicycle or pedal for use on a bicycle that is not equipped with a reflex reflector conforming to specifications prescribed by the Illinois Department of Transportation on each pedal, visible from the front and rear of the bicycle during darkness from a distance of 200 feet.
      (5)   No person shall sell or offer for sale a new bicycle that is not equipped with side reflectors. Such reflectors shall be visible from each side of the bicycle from a distance of 500 feet and shall be essentially colorless or red to the rear of the center of the bicycle and essentially colorless or amber to the front of the center of the bicycle provided. The requirements of this paragraph may be met by reflective materials which shall be at least 3/16 of an inch wide on each side of each tire or rim to indicate as clearly as possible the continuous circular shape and size of the tires or rims of such bicycle and which reflective materials may be of the same color on both the front and rear tire or rim.
      (6)   No person shall sell or offer for sale a new bicycle that is not equipped with an essentially colorless front-facing reflector.
   (F)   Bicycle identifying number. A person engaged in the business of selling bicycles at retail shall not sell any bicycle unless the bicycle has an identifying number permanently stamped or cast on its frame.
   (G)   Inspecting skateboards, scooters, skates, in-line skates, bicycles and toy vehicles. A police officer may at any time upon reasonable cause to believe that a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle is unsafe or not equipped as required by this section, or that its equipment is not in proper adjustment or repair, require the person riding the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle to stop and submit the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle to an inspection and such test with reference thereto as may be appropriate.
   (H)   Left turns.
      (1)   A person riding a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle intending to turn left shall follow a course described in ILCS Ch. 635, Act 5, § 11-801 of the Illinois Vehicle Code or in division (H)(2) below.
      (2)   A person riding a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle intending to turn left shall approach the turn as close as practicable to the right curb or edge of the roadway. After proceeding across the intersecting roadway to the far corner of the curb or intersection of the roadway edges, the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicles rider shall stop, as much as practicable out of the way of traffic. After stopping, the person shall yield to any traffic proceeding in either direction along the roadway such person had been using. After yielding, the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle driver shall comply with any official traffic control device or police officer regulating traffic on the roadway along which he or she intends to proceed, and the skateboard, scooter, skates, in-line skates, bicycle and toy vehicle rider may proceed in the new direction.
   (I)   Turn and stop signals.
      (1)   Except as provided in this section, a person riding a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle shall comply with ILCS Ch. 625, Act 5, § 11-804 of the Illinois Vehicle Code.
      (2)   A signal of intention to turn right or left when required shall be given during not less than the last 100 feet traveled by the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle before turning, and shall be given while the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle is stopped and waiting to turn. A signal by hand and arm need not be given continuously if the hand is needed in the control or operation of the skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle.
   (J)   Skateboards, scooters, skates, in-line skates, bicycles and toy vehicles on sidewalks.
      (1)   A person propelling a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle upon and along a sidewalk, or across a roadway upon and along a crosswalk, shall yield the right of way to any pedestrian and shall give an audible signal before overtaking and passing such pedestrian.
      (2)   A person shall not ride a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle upon and along a sidewalk, or across a roadway upon and along a crosswalk, where such use of skateboards, scooters, skates, in-line skates, bicycles and toy vehicles is prohibited by official traffic-control devices.
      (3)   A person propelling a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle upon and along a sidewalk, or across a roadway upon and along a crosswalk, shall have all the rights and duties applicable to a pedestrian under the same circumstances.
   (K)   Skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle parking.
      (1)   A person may park a skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle on a sidewalk unless prohibited or restricted by an official traffic-control device.
      (2)   A skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle parked on a sidewalk shall not impede the normal and reasonable movement of pedestrian or other traffic.
      (3)   A scooter or bicycle may be parked on the roadway at any angle to the curb or edge of the roadway at any location where parking is allowed.
      (4)   A scooter or bicycle may be parked on the roadway abreast of other scooters or bicycles near the side of the roadway at any location where parking is allowed.
      (5)   A person shall not park a scooter or bicycle on a roadway in such a manner as to obstruct the movement of a legally parked motor vehicle.
      (6)   In all other respects, skateboards, scooters, skates, in-line skates, bicycles and/or toy vehicles parked anywhere on a roadway shall conform with the provisions of this section regulating the parking of vehicles.
   (L)   Skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle racing.
      (1)   Skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle racing on a roadway shall not be unlawful when a racing event has been approved by state and village authorities on any roadway within the village. Approval of skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle roadway racing events shall be granted only under conditions which assure reasonable safety for all race participants, spectators and other roadway users, and which prevent unreasonable interference with traffic flow which would seriously inconvenience other roadway users.
      (2)   By agreement with the approving state and village authorities, participants, in an approved skateboard, scooter, skates, in-line skates, bicycle and/or toy vehicle roadway racing event, may be exempted from compliance with any traffic laws otherwise applicable thereto, provided that traffic control for the event is adequate to assure the safety of all roadway users.
   (M)   Downtown area.
      (1)   For purposes of this section, the “downtown area” will be Main Street from Railroad to First Street, Second Street from Main Street to Crawford Street, North Street from Second Street to Railroad Street, and Crawford Street from First Street to Second Street.
      (2)   Operation of skateboards, scooters, skates, in-line skates, bicycles and toy vehicles in the downtown area.
         (a)   Skateboards, toy vehicles and foot-propelled scooters are not permitted in the downtown area. However, it shall be permissible to ride skateboards, toy vehicles, and foot- propelled scooters in the downtown area in a village sanctioned parade or community event as approved by the village authorities.
         (b)   The operation of bicycles in the downtown area is subject to the following conditions:
            1.   Bicycles will be operated on the street the same as a motor vehicle;
            2.   Driving left of the center, u-turns, standing and stopping and impeding the flow of traffic will not be permitted; and
            3.   All stop signs will be obeyed.
         (c)   The operation of skates and in-line skates in the downtown area is subject to the following conditions:
            1.   Operation of skates and in-line skates are permitted in the street area;
            2.   Skates and in-line skate operators must follow the same rules of the road as bicycles.
      (3)   Skateboards, scooters, skates, in-line skates, bicycles and toy vehicles on the downtown area sidewalks.
         (a)   Skates and in-line skates are prohibited on the downtown area sidewalks.
         (b)   Bicycles on the downtown area sidewalks are subject to the following conditions:
            1.   No bicycles are permitted to be ridden on the sidewalks.
            2.   Bicycles will be permitted to park on the sidewalk provided that they are upright and supported by a kickstand.
            3.   Bicycles will not be permitted to be laid on the sidewalk of obstruct a doorway.
      (4)   Penalties. Any person found guilty of violating any provision of division (M) shall be punished by a fine as set forth below:
         (a)   First offense: $25.
         (b)   Second offense: $50.
         (c)   Third offense: $75.
         (d)   Fourth offense or more: $100.
   (N)   Guardian responsibility. The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this section.
