An owner of a building determined to be a vacant building by the Administrator as provided herein may appeal that determination to the Village President. Such appeal shall be in writing and shall be submitted to the Village Clerk within 14 days of the date of mailing of the notice of determination. The appeal shall contain a complete statement of the reasons the owner disputes the Administrator's determination. The Village President shall decide the appeal on the basis of the facts presented by the owner in his or her written appeal and the Administrator's written determination. The Village President shall send written notice of his or her decision on appeal to the owner within 14 days of his or her receipt of the appeal.
