§ 51.148 QUARTERLY RATE FOR SEWER SERVICE.
   For each residential, commercial, industrial and municipal user of the sewer service of the combined waterworks and sewerage system there shall be a quarterly charge or rate based upon the amount of water consumed, as shown by water meters, each quarterly period as follows:
   (A)   Basic user rate (OM&R).
      (1)   A basic user rate to pay all expenses associated with operation and maintenance and replacement of the sewerage system is hereby established in the amount of $1.36 per 1,000 gallons.
      (2)   A minimum charge in the amount of $6.80 per quarter is hereby established to pay that part of operation, maintenance and replacement expense entitled administrative expense. The minimum charge will allow for the use of 5,000 gallons per quarter.
   (B)   Capital Improvement Fund (CIP) Charge. A capital improvement fund and/or debt service charge to pay the cost of the repair and improvement of the sewerage system and/or debt service on bonds or other form if indebtedness issued or incurred for that purpose, is hereby established in the amount of $14.99 per quarter for each single metered and multiple unit users of the sewerage system. The capital improvement and/or debt service charge shall be in addition to the minimum charge per quarter described above which allows the use of 5,000 gallons per quarter.
   (C)   Total. The total of the basic user charge and capital improvement and/or debt service charge is hereby summarized as follows:
      First 5,000 gallons per quarter - $21.79 (minimum charge)
      Over 5,000 gallons per quarter - 1.36 per one thousand gallons
   (D)   Outside the corporate limits. For each residential, commercial, industrial and/or institutional user of the sewerage service located outside the corporate limits of the village, the charge for sewer service, either a single metered user or each additional unit served through a single meter, shall be as follows:
      For the first 5,000 gallons - $32.69
      For all over 5,000 gallons - 2.04 per thousand gallons
   The minimum quarterly charge for sewer service for each user outside the corporate limits shall be $32.69 per user.
   (E)   Non-metered users.  
      (1)   All non-metered users of the sewerage system and facilities shall pay a minimum flat rate charge per quarter which shall be adequate in amount to cover the cost of operation, maintenance, expansion and replacement of the system and the charge for capital replacement and/or debt service by the basic user charge and the charge for capital improvements on the bonds or other form of debt service.
      (2)   For this purpose, non-metered usage has been calculated on the basis of 20,000 gallons per quarter and such flat rate charges will allow the use of 20,000 gallons per quarter.
      (3)   Non-metered users located outside the corporate limits of the village and not subject to property taxes of the village shall pay 150% of the regular village capital improvement and/or debt service charges. The flat rate charge for non-metered users located both within and outside the corporate limits are calculated as follows:

   (F)   Multiple connections. A multiple unit user is defined as any additional number of residential or commercial units located on the same premises and being served through a single water meter or sewer connection where there are no separate water meters for each such residential or commercial unit, such as apartment buildings, trailer courts, or commercial and residential units located within the same building. In all such cases, there shall be an additional capital service and/or debt service charge for each additional unit provided with sewer service and served by a single connection. The additional capital improvement and/or debt service charge for each such unit shall be added to the bill computed in a manner hereinabove set forth.
   (G)   Surcharge rates and charges. The rate of surcharge for BOD and suspended solids shall be as follows:
      (1)   For bio-chemical oxygen demand (BOD5)   $0.153/lb
      (2)   For suspended solids   0.079/lb
      (3)   The surcharge per user shall be computed by the following formula:

      (4)   The concentration of waste used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the Superintendent and shall be binding as a basis for surcharge.
   (H)   Effective date/Future increases. This section shall be in full force and effect with rates and charges established herein taking effect on the third quarter billing period of 1997. Thereafter, and unless altered by proper action of the President and Board of Trustees of the Village, the above rates shall automatically increase at the rate of 3% per annum, with effective date for said future 3% increases taking effect as of April 1 for each calendar year hereafter.
   (I)   Pool fill rebates.
      (1)   Persons filling a new swimming pool installed with an approved building permit and persons re-filling a pool following repair work that required draining the entire pool are eligible for rebates on sewer charges on the water consumed for that purpose. Receipts must be supplied to the village to document the repair work. The owner must supply information relative to the size of the pool and gallons used for eligibility. However, in no event shall the corresponding bill be less than the minimum quarterly bill.
      (2)   Pool “top-off” and partial fills are not eligible for rebate and will be charged at regular rates.
