The user charge system hereinafter set forth has been developed from data outlined in the report of Robinson Engineering, Ltd., South Holland, Illinois entitled "Report on Development of User Charges for the Wastewater System of the Village of Peotone, Will County, Illinois dated September, 1989"; said report being incorporated herein by reference and which shall constitute the basis for determining user charges in the village.
