Any person discharging wastes having concentrations greater than the normal concentrations as set forth herein shall upon notification by the approving authority install a composite sample with a compatible pacing (metering) device for monitoring the substances. The pacing and sampling devices shall be of a type approved by the Superintendent. All testing and measuring procedures for the analysis of pollutants shall be in conformance with Title 40-CFR-Part 136. The cost of all required measurements, tests and analyses shall be borne by the contributor.
