Any person who makes any excavation, or does any other work without first securing the permit required by this section, shall in addition to any other penalty imposed by this section, pay to the Clerk within 24 hours of receipt of demand therefor, the sum of $100 for the purpose of paying the fees of the Zoning Administrator's office. The Zoning Administrator or his agent shall thereupon make an inspection as in other cases. Failure to pay the sum on demand as provided shall constitute a separate violation.
