Any person owning or controlling premises located outside the corporate limits of the village and desiring to install a plumbing system on the premises and connect the same to the sanitary sewerage system of the village, may do so by complying with the requirements of this chapter and by paying connection fees identical to those applicable within the corporate limits of the village and by paying the sewer bills submitted to them by the village based upon prevailing rates now in force or which may thereafter be adopted.
