§ 51.090 PERMIT REQUIRED.
   (A)   It shall be unlawful to make any connection with the village sanitary or storm system without having first obtained permit therefor and paid the fee herein provided. Application for such permits shall be made to the Village Clerk and shall be accompanied by a statement as to the purpose of the connection, the premises to be served, the specifications of the pipe to be connected and of the drain from the house to the sewer line. Such application shall be referred to the Superintendent who shall have charge of all connections to the intercepting sewer and shall approve such connections before the same shall be made. The plans and specifications for all sanitary sewers constructed within the village must be approved by the Superintendent before the construction of such sewers shall begin. No permit shall be issued unless it shall be found that the ordinances of the village will be complied with in the making of such connection.
   (B)   No unauthorized person shall uncover, make any connection with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Superintendent.
   (C)   The Superintendent shall supervise the repairing and tapping of all sanitary sewers and sewers carrying sanitary sewage into the village, and shall keep a record of all connections made to such sewers.
   (D)   All connections to the sewer system of the village shall be made by or under the direct supervision of a qualified sewer builder or drain-layer. No sewer builder or drain-layer shall make or cause any such public sewer connection to be made unless he shall have first met all requirements for the lawful conduct of such trade in the village. Each such master plumber and such sewer builder or drain-layer shall be liable for all damages to the public sewer system caused by the neglect, carelessness, or want of skill of his or their employees or subcontractors. Any plumber or sewer builder or drain-layer convicted of a second violation of this chapter shall forfeit his right to again perform his trade in the village for a period of one year.
