A deposit of $100 shall be made by each applicant for the use of village water, sewer and for garbage collection. The $100 deposit shall be required if the applicant is the user of water only or if the applicant is the user of sewer only. The deposit shall be retained by the village to insure payment of all bills. When the service to the applicant is discontinued permanently, the deposit less any amounts still due the village for water service, sewer service and garbage collection shall be refunded without interest. The deposit shall not be considered or used as payment on any current water, sewer or garbage bill. Said deposit shall not be used for payment of delinquent bills until after service is terminated by cancellation of service by the applicant, or nonpayment of bills resulting in any service being terminated by the village by shutting off the water or otherwise. Provided however, that when an applicant is the owner of the premises to be served by the services, no such deposit shall be required.
